Uzbekistan has completed the tender for a major healthcare project in the Fergana region. The Ministry of Health, with support from the Ministry of Economy and Finance, selected a consortium led by Vision International Investment Company of Saudi Arabia and KOC Construction Mekanik Elektrik LLC FE of Uzbekistan. The Uzbekistan Fergana hospital PPP will deliver a modern 800-bed multidisciplinary hospital under a 20-year concession. The private partner will design, build, finance, equip, and maintain the facility in line with international standards. Authorities selected the consortium after it met all technical requirements and submitted the lowest financial bid. Within 30 days of the official announcement, the consortium must register a project company in Uzbekistan and sign the PPP agreement. The project will expand access to advanced healthcare for millions of residents in the Fergana Valley and nearby regions.

The Fergana hospital tender drew strong international interest, highlighting growing confidence in Uzbekistan’s PPP framework. Ten companies participated, while eight bidders passed prequalification based on technical, financial, and legal criteria. Final bids came from major groups based in France, Turkey, the UAE, Kuwait, Saudi Arabia, and Uzbekistan. Globally, healthcare PPPs represent around 10 percent of social infrastructure investment. The Uzbekistan Fergana hospital PPP follows Presidential Decree No. PP-308 dated August 30, 2024, which outlines a national PPP roadmap for 2024–2030. Clear timelines and transparent evaluation helped reduce development risk. As a result, the project sends a positive signal to investors, lenders, and operators tracking Central Asia’s infrastructure market.

The Fergana hospital will strengthen healthcare delivery across eastern Uzbekistan. The facility will offer advanced services such as cardiac surgery, neurosurgery, and organ transplantation. By consolidating specialized institutions in one location, the project will improve efficiency and reduce patient travel abroad. International experience shows that hospital PPPs can reduce lifecycle costs by up to 20 percent while improving asset maintenance. In this context, the Uzbekistan Fergana hospital PPP serves as a pilot for future healthcare projects nationwide. The private partner will manage long-term performance, while the government will oversee service quality and access. Successful delivery could help accelerate modern hospital development across other regions of Uzbekistan.
