The Government of Sindh celebrated a major achievement by reaching three strategic milestones under its Government-to-Government PPP framework with EnerTech Holding Company. Valued at more than US$800 million, these developments highlight the growing scale and credibility of Public Private Partnership Sindh initiatives. The ceremony, held in Karachi on December 23, 2025, showcased progress in water supply, innovation infrastructure, and wastewater management. Each milestone represented a different stage of the PPP lifecycle, demonstrating Sindh’s ability to plan, execute, and operationalise complex projects. Moreover, these initiatives align with global PPP trends, where governments increasingly use long-term partnerships to deliver capital-intensive infrastructure. World Bank data shows that water and urban services now attract a rising share of PPP investment in emerging markets. Overall, Sindh’s progress sends a strong signal to investors on policy stability, contractual discipline, and the province’s capacity to deliver bankable projects on schedule.

Two of the milestones directly address Sindh’s critical water and environmental priorities. The achievement of Commercial Operations Date for the Nabisar–Vajihar Water Supply Project strengthens reliable water availability for strategic energy use. This reliability improves operational efficiency and reduces long-term costs for energy infrastructure. At the same time, the signing of the MoU for the TP-IV Wastewater Treatment Project reinforces Sindh’s commitment to sustainable urban development. Once implemented, the project will significantly enhance Karachi’s wastewater treatment capacity and support recycled water supply to industrial areas. Globally, industrial water reuse can reduce freshwater demand by nearly 30%, according to OECD estimates. Through PPP arrangements, the province continues to leverage private-sector technology while maintaining public oversight. These projects also contribute to environmental protection, improved sanitation, and long-term economic resilience in rapidly growing urban centres.

Finally, the execution of the Concession Agreement for the NED Science & Technology Park Project adds a strong innovation dimension to Sindh’s PPP portfolio. The project aims to promote research, technology development, and industry–academia collaboration. It is expected to generate high-value employment in engineering, IT, and applied sciences. Addressing the ceremony, the Chief Minister Sindh stated that these milestones demonstrate Sindh’s ability to deliver complex projects efficiently while ensuring socio-economic and environmental benefits. He emphasized that partnerships with credible investors like EnerTech remain central to Sindh’s development strategy. Looking ahead, Public Private Partnership Sindh initiatives are expected to expand across transport, renewable energy, and urban services. This approach will further strengthen investor confidence and support sustainable, long-term growth across the province.
