Kazakhstan Education Sector PPPs continue to lead the country’s public-private partnership portfolio. Aidos Kobetov, First Deputy Chairman of the Management Board and Board Member of Kazakhstan Public-Private Partnership Center JSC, recently stated that Kazakhstan has around 1,300 PPP agreements. He said nearly 57% of these agreements relate to the education sector. He shared these figures during the Eurasian Development Bank Annual Meeting and Business Forum in Almaty. The education portfolio includes schools, kindergartens and other related facilities.
The figures highlight education as the leading sector in Kazakhstan’s PPP portfolio, with schools and kindergartens driving much of the activity. Education accounted for 650 signed contracts, or 59% of the total portfolio. Healthcare and social services ranked second with 195 contracts, while energy, housing and communal services followed with 132 contracts. Together, these sectors represent more than 88% of Kazakhstan’s signed PPP contracts. This shows that social and municipal infrastructure remain the main drivers of the country’s PPP market.
Kazakhstan Education Sector PPPs offer important lessons for other emerging PPP markets. Education projects usually require smaller investments than major transport or energy schemes, yet governments can replicate them more easily across cities and regions. Countries such as South Korea and India show how long-term investment in education, skills and human capital can support industrial growth, innovation and wider economic development. By directing a major share of its PPP portfolio toward the education sector, Kazakhstan appears to be using PPPs not only for infrastructure delivery, but also to strengthen the foundation of its future workforce and national economy.
