The City of São Paulo has opened a public consultation on a major education infrastructure project. The proposed São Paulo school PPP involves more than R$940 million, or about US$185 million, in investment. It will cover 95 municipal schools in the city’s East Zone and could benefit more than 50,000 students. The schools fall under the São Mateus Regional Directorate of Education and serve several eastern districts. São Paulo plans to structure the project as a 20-year administrative concession. Under the proposed model, the private partner would refurbish and maintain school buildings. It would also improve accessibility, safety and infrastructure standards. In addition, the operator would provide cleaning, security, waste management, pest control and utility services. However, the Municipal Secretariat of Education would continue to oversee teaching, academic activities and school meals. Therefore, the city would keep core education responsibilities under public control while transferring long-term facility management to the concessionaire.
The project also includes four Mini Unified Educational Centers, known as Mini-CEUs. These facilities would expand access to cultural, sports and leisure activities for students and nearby communities. The proposed locations include José Maria Whitaker and Cláudio Manoel da Costa schools. Armando de Salles Oliveira and Rubens Paiva are also part of the plan. Meanwhile, the São Paulo school PPP has entered an active market-testing stage. The public consultation remains open until September 21, 2026. Investors and other stakeholders can submit comments on the proposed concession structure. São Paulo also scheduled a virtual investor roadshow for September 15. The event is intended to present the project to companies and potential investors. The Executive Secretariat for Privatization and Partnerships is coordinating the process, while the Municipal Secretariat of Education remains the granting authority.
Brazil already has significant experience with education PPPs, giving São Paulo useful precedents for the new project. Belo Horizonte launched Brazil’s first education PPP in 2012. The original programme covered 37 education facilities and combined new construction with long-term non-pedagogical services. More recently, the State of São Paulo awarded two education PPP lots covering 33 new schools across 29 municipalities. The projects involve around R$2 billion in investment and 25-year concession periods. Together, they are expected to create about 35,000 full-time school places. However, the municipal São Paulo school PPP follows a different approach. It focuses mainly on upgrading existing schools rather than developing an entirely new network. Consequently, lifecycle maintenance and asset condition standards will be particularly important. Strong monitoring will also be needed throughout the concession. For investors, the project offers a sizeable social infrastructure opportunity. For the municipality, success will depend on clear performance indicators, effective contract management and measurable service standards.
